Permits are really simple curteousness, so they have knowledge of the group's intention, route, duration, expected size, and can plan a strategy. You don't go to prison with no permit, okay? You *might* get a fine, maybe These particular protesters are protesting the criminal cult of $cientology, not the government as such. Our police are much more our friends, they are people, honest workers doing a hard job. A lot less police brutality, and more honourable behaviour, than in The States.
