I think that Superchick wrote and sang this. I think they're urging girls to follow the BarlowGirl's example (which some consider to be a now common term for modest girls with very defined boundaries and whatnot, etc.).

Quite simply they didn't... this song came out in 2002... a good two years before barlow girl became a band... as a matter of fact the song may predate the band in radio, but thanks to this song they were signed to inpop through superchic[k].... and the rest is history
