The music was slowed down 75% while she danced, and then she brought the whole film back up to 100% speed on her computer. This is explained in the film about how she was later asked to dance for the French clothing retailer Etam.

I don't think it was sped up...she's just such a great dancer that she's able to pull off that effect with her moves. Shake that cute li'l bum lol...replay time ;D
