people really are too sensitive nowadays this sort of humour is funny and is part of british history. okay alot of discrimination is wrong but when in a humorous context it is mostly not meant as an offence. this sort of thing is in british literature and culture (two ronnies in this sketch and charles dickens in great expectations stereotyped jews)

It looks like it was probably done from an old VHS tape; they tend to get that way after a couple of decades, especially if left too close to speakers, etc.
