Running out of fuel. The safety car meant that the pitlane was closed, so if he went in earlier he would of got a drive through penalty. So when the lane eventually did re open, the two ferraris came in at that point and you can see what happend :P Its a stupid rule, it means that some drivers simply have no choice but to come in while its closed and thus get a penalty for it. Which all in all adds about 30seconds onto there time which is an eternity in F1
