something about it is reminiscent of Billy Joel's 'Piano Man'..... maybe i'm crazy... but they're both great songs.

No, he said in a video where he wrote it for his piano. Because he was moving in with Kelly and he had to leave it behind. This was the last song he wrote on it, and it is for the piano. the rest is just a story he threw in there.

My interpretation is that it's about him writing a song for an old friend. They've fallen apart, she's going loopy or something (on medication) and can't sleep / is generally angsty / misses him. So he writes her a lullaby? Interesting take on it being written for the piano but I think that might be overcomplicating things.
