I think it was a joke about Kerry coming home from Vietnam.
Where kids who weren't old enough to drink, fought in the war. And were offered alcohol and other shit when they came back.
It's a little hard to hear what he was saying.

listen and you will hear colbert say, "you can join the lie if you want". its all a show guys. all media and news distorts everything to their view or their handlers view. never take any of it too seriously and always be willing to look for the other side of it all.
