Um this GaoGaiGar FINAL yes and if you didn't see later what happened with the Cloned Yuusha robots, they resisted their reprogrammed selves and actually saccrificed themselves.

Always? No, not really. Usually, they fight in the middle of an open space called a Dividing Field, created by a device called the Dividing Driver. It was made specifically to avoid collateral damage. Unfortunately, Mamoru formed GaoGaiGar in the middle of a city, and didn't give Guy a chance to use the Driver.
