It's pretty common under rules of parliamentary procedure--for boards, legislatures, committees, parties, whatever--to suspend the rules. Votes that affect a minority's rights usually require a 2/3 supermajority to prevail, which this had. Roll call votes are actually fairly uncommon (though used for theatrical purposes in most national nominations). If outcome of vote is obvious (as this one was) then chair can just hold voice vote, which was done for dramatic purposes here. Looked A-OK to me.
